Termination of Services for Four Assistant Professors in Shimla
Overview of Actions Taken
In a decisive move, the Himachal Pradesh Medical Education and Research Department has terminated the services of four Assistant Professors from the Atal Institute of Medical Super Specialties (AIMSS) Chamiana and Indira Gandhi Medical College (IGMC), Shimla. This action follows their prolonged unauthorized absence from duty and lack of formal acceptance of their resignations. The terminations were carried out under Rule 14 of the CCS (CCA) Rules, 1965.
Details of Terminated Professors
The terminated individuals include:
– Dr. Tushar Patial, Assistant Professor in Plastic Surgery at AIMSS Chamiana
– Dr. Vikas Kumar, Assistant Professor in CTVS at AIMSS Chamiana
– Dr. Kunal Mahajan, Assistant Professor in Cardiology at IGMC Shimla
– Dr. Naveen Kumar, Assistant Professor in Paediatrics at IGMC Shimla
Reasons for Termination
An official order issued by Health Secretary M. Sudha Devi on December 2, 2025, revealed that the four professors had been absent from their duties without authorization for periods ranging from 1.5 to 4 years. They failed to respond to show-cause notices, prompting the government to take this action.
Individual Cases
Dr. Tushar Patial
Dr. Tushar Patial submitted his resignation on July 27, 2024, but ceased attending work from October 31, 2024, without waiting for formal acceptance. Despite serving for approximately two years, he was absent without authorization for almost 1.5 years. His absence was deemed detrimental to the Plastic Surgery department, leading to termination under Rule 19 of the CCS (CCA) Rules, 1965.
Dr. Vikas Kumar
Dr. Vikas Kumar, who became an Assistant Professor in CTVS in May 2022, left his post on July 31, 2022, after accepting a position at AIIMS Bilaspur, without official clearance. His unauthorized absence continued for more than three and a half years. The government determined that his justification for leaving without permission was invalid. Consequently, his services were terminated effective July 31, 2022.
Dr. Kunal Mahajan
Dr. Kunal Mahajan, who was serving in the Department of Cardiology, had been absent for four years and one month after submitting his resignation on September 30, 2021, but leaving the following day without waiting for acceptance. His lack of response to a show-cause notice led to the termination of his services effective October 1, 2021.
Dr. Naveen Kumar
Dr. Naveen Kumar, who served as an Assistant Professor in Paediatrics, submitted his resignation on July 1, 2022, but did not wait for formal acceptance and stopped reporting for duty from August 2, 2022. His absence extended for over three years. Similar to others, his justification for joining AIIMS Bathinda was found to be inadequate. His services were terminated effective August 2, 2022.
Conclusion
The actions taken against these four Assistant Professors reflect a stringent approach by the Himachal Pradesh Medical Education and Research Department regarding unauthorized absences. Each case illustrates the importance of compliance with institutional procedures and the consequences of neglecting professional responsibilities.
