Investigation into Fake FMGE Certificates Expands in Rajasthan
New Developments in the Case
In Jaipur, the Rajasthan Police’s Special Operations Group (SOG) has identified at least 20 additional doctors under suspicion following the discovery of fake Foreign Medical Graduate Examination (FMGE) certificates submitted to the Rajasthan Medical Council. This expansion marks a significant development in the ongoing investigation into the fraudulent FMGE certificate racket.
Previous Findings
Earlier, the SOG had already identified 73 foreign medical graduates who allegedly submitted forged FMGE certificates in an attempt to secure internships despite not passing the necessary screening examination. The investigation revealed these doctors’ involvement during a detailed examination of the documentation submitted to the council.
Further Investigations
In light of these findings, the SOG plans to review the appointments and operations of officials associated with the Indian Medical Council (IMC) dating back to 2018, as reported by Dainik Bhaskar.
Arrests Made in Connection with the Scam
Details of the Accused
The SOG previously apprehended two individuals for allegedly utilizing forged FMGE certificates to acquire internships from the Rajasthan Medical Council. The primary suspect, an MBBS graduate from Kazakhstan, is believed to be the mastermind behind the scam, reportedly supplying fake FMGE certificates to numerous candidates who had failed the mandatory examination. He was detained at the New Delhi airport after attempting to evade capture by traveling through various countries.
The second suspect, also trained in Kazakhstan, allegedly obtained a fake FMGE certificate from Mali, completed an internship in Rajasthan, and secured provisional registration. Investigators assert that he further distributed forged certificates to others for financial gain.
Scope of the Investigation
SOG officials indicate that this case is part of a broader scheme involving foreign medical graduates who submitted fraudulent FMGE certificates to gain internships despite failing the exam. A new case has been registered, and the police are currently validating suspicious certificates, suggesting that further arrests may occur.
Organized Gangs in the FMGE Scam
Identification of Gangs
During the investigation, the SOG uncovered the existence of two distinct gangs involved in the FMGE scam. The first group, referred to as the “Jacket Gang,” became fully engaged in the production of fake FMGE certificates. The second group focused on manipulating the verification and approval processes for documents related to the Medical Council.
The Importance of FMGE
Mandatory Screening for Medical Practice
The FMGE serves as a crucial screening test for both Indian citizens and Overseas Citizens of India (OCI) who have received their primary medical qualifications from foreign institutions and wish to practice medicine in India. The accused individuals, unable to pass this essential examination, resorted to obtaining fake certificates to secure internships through the council.
Ongoing Investigations
The SOG is meticulously cross-verifying various elements of the submitted FMGE certificates, including layout, serial number, font, digital seal, and signatures. Additionally, investigations are being conducted on digital templates and communications found on seized mobile devices, laptops, and email accounts.
Conclusion
The investigation into the fake FMGE certificate racket continues to unfold, with the potential for more arrests as the SOG deepens its inquiry into this significant issue within the medical community.
