New Guidelines for Medical Institutions in Rajasthan

Ban on Private Practice

The Rajasthan government has introduced new regulations aimed at enhancing the efficiency of medical institutions. One significant change is the prohibition of private practice for principals and superintendents of government medical colleges and their associated hospitals. This announcement was made by the Rajasthan Medical Education Department on Thursday.

Focus on Administrative Duties

In addition to the ban on private practice, principals and superintendents are restricted to dedicating no more than one-fourth of their time to teaching responsibilities as professors or senior professors. This initiative is designed to allow senior medical administrators to concentrate fully on managing the increasing patient load and the complex administrative responsibilities inherent in operating large medical institutions.

Statement from Medical Education Secretary

Medical Education Secretary Ambrish Kumar emphasized the need for skilled and efficient administrators in medical colleges. He stated, “The growing demands on medical colleges require skilled and efficient administrators who can focus entirely on their roles without the distraction of private practice.” To support this goal, candidates for these positions must submit a declaration and an affidavit affirming their commitment to full-time administrative roles.

Eligibility Criteria and Application Process

Who Can Apply?

The recently released guidelines outline the eligibility criteria and selection process for the roles of principal and superintendent. Only senior professors who adhere to the National Medical Commission (NMC) standards are eligible to apply. If a suitable candidate is not found within a specific medical college, applications will be solicited from qualified doctors working in other government medical colleges.

Selection Process

Selection will occur through an interview conducted by a committee led by the Chief Secretary, ensuring transparency throughout the process.

Age and Experience Requirements

The guidelines establish a maximum age limit of 57 years for applicants. Candidates are also required to possess certain experience, including a minimum of three years as a superintendent or additional principal and two years as a head of department. Appointments will be made based on seniority, initially for a three-year term, with the possibility of extension based on performance.

Roles of Additional Principals

The guidelines further outline the responsibilities of additional principals, capping their number at five per college. Their duties are defined to promote efficient operations across various functions, including academic, research, and clinical services.
